Although lottery revenues are disproportionately high in low-income neighborhoods, this doesn’t mean that the lottery doesn’t appeal to low-income people. Higher-income people tend to pass by areas where people of color reside and spend more money on lottery purchases. Then again, lottery outlets are mostly located in poor neighborhoods, so the results are not surprising.
The growth of traditional lotteries has been moderate, but state lotteries have continued to expand over time. Many have branched out into new games, such as video poker and keno. Advertising campaigns are also aggressive, ensuring that the lottery has widespread appeal and a high percentage of the population.
